LA PLANIFICACIÓN PÚBLICA EN EL ESTADO SUCRE 1993 Y LA COYUNTURA ACTUAL

Abstract

RESUMEN: El estudio que se presenta a continuación corresponde a líneas de investigación del Postgrado en Planificación del Desarrollo, de la Escuela de Ciencias Sociales del Núcleo de Sucre de la Universidad de Oriente. El objetivo de este trabajo fue investigar a las organizaciones públicas del estado Sucre en su práctica planificadora, incluyendo el soporte administrativo que las sustenta en su gestión institucional. Se estudiaron las organizaciones públicas más importantes: gobierno del estado, 15 entes administrativos de la ciudad y algunas organizaciones administrativas ligadas a la producción, servicios y control. Este estudio fue llevado a cabo para extraer de esa realidad los elementos que indiquen la viabilidad (a corto, mediano o largo plazo), a fin de crear un Sistema de Planificación en el estado Sucre, en base a la coyuntura política luego de las elecciones nacionales y estadales en 1998. ABSTRACT: The purpose of this study, made during postgraduate studies of regional development of the School of Social sciences, Universidad de Oriente, Venezuela, was to investigate the planification practices of public organizations in Sucre State, including the administration structure that helps them in their institutional administration. We studied the most irnportant public organizations: State Govemment, 15 city administrations, and sorne administrative organizations linked with production, services and control. This study was corried out to determine the viable elements (short, medium or long term) in order to create a Planification System in Sucre State. In the past five years, changes have taken place in the administration, and also in the political situation, after the state and national elections Of 1998.
